Evolving together but growing apart: diverging role of EU sanctioning practice among dominant sanction sender strategies

Popis International sanctions have undergone immense developments over the course of the past decades and continue to evolve rapidly through recent global challenges. The pace, and more importantly direction, isn’t being set through consensus or a top-down model by example of UN sanctions, but rather displays adoption of dominant sender specificities in sanctioning practice. The presented article posits that the adaptation and innovation of EU practices is currently being directed toward a divergent path - despite alignments – to that of other crucial actors, namely the USA and the UN. The paper juxtaposes norm promotion with contingent unilateralism as best explanations for the observed development and seeks to offer an explanation of the dynamics of most recent changes in EU sanctions practice.
