Popis The fast pace of environmental changes is widening the spectrum of contemporary security threats. Although the tools and methods to anticipate complex risks are available, even governments with substantial intelligence capabilities fail to heed warnings. This chapter discusses the concept of disaster intelligence, where intelligence practice is rethought to account for environmental and disaster risks. At the core of disaster intelligence is a systematic, strategic, and anticipatory form of intelligence that involves local, regional, and international expertise in a wide range of areas, including energy and environmental security, public health, and open intelligence. Strategic disaster intelligence relies on established and trusted networks, backed by effective political will; it can help avoid the worst of emerging constellations of disaster, climate, and related conflict risks.
